さて、ここからは中国側・楊潔chi政治局委員の発言になります。
この政治局委員という役職、なんだかわかりませんよね。
調べてみたら、国家主席を頂点とするピラミッド構造の中国共産党のなかで、トップ８～25位以内の人たちらしいです。そして、楊政治局委員は「党中央外事工作委員会」の担当なので、中国外交のトップという事です。とにかく中国共産党のお偉いさんです。（外事で外交、工作は仕事の意味。工作員の意味ではありません（笑））
Secretary Blinken and Mr. Sullivan, the State Councilor and Foreign Minister Wang Yi and I have come to Anchorage, the United States, to have this strategic dialogue with the United States.
（ブリンケン国務長官、サリバン報道官。王外相と私は戦略的対話のためにアンカレジにきました）
We hope that this dialogue will be a sincere and candid one.
（この対話が誠実で率直なものになるよう願っています）
Both China and the United States are major countries in the world, and together we shoulder important responsibilities to the peace, stability and development of the world and the region.
（中国・アメリカともに世界の主要国家であり、我々は世界と地域の平和・発展・安定に重要な責任を担っています）
In China, we have just concluded the Lianghui, or the two sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference.
（中国では、「両会」、つまり、全人代（全国人民代表大会）と政協（全国政治協商会議）を終えたところです）
During the sessions, we adopted the outline for the 14th five-year economic and social development plan and the long-range objectives through the year 2035.
（この両会の間、第14次5か年計画（経済社会発展計画）と、2035年までの長期目標のアウトラインを採択しました）
For China, we are now in a historic year where we will move from finishing the first centenary goal to the second centenary goal, and by the year 2035 China will surely achieve basic modernization.
（中国にとって、今年は最初の100年を終え、次の100年を迎える歴史的な年であり、2035年までには中国は基本的な近代化を達成するでしょう）

And by the year 2050, China will achieve full modernization.
（そして、2025年年までには、完全な近代化を遂げるでしょう）
China has made decisive achievements and important strategic gains in fighting COVID-19, and we have achieved a full victory in ending absolute poverty in China.
（中国はコロナウィルスとの戦いに決定的な成果と戦略的な利益を得、中国での絶対的な貧困を終わらせる完全な勝利を収めました）
China’s per-capita GDP is only one-fifth of that of the United States, but we have managed to end absolute poverty for all people in China.
（中国の一人当たりＧＤＰはアメリカの5分の一にすぎませんが、中国全人民の絶対的貧困を終わらせることができました）
And we hope that other countries, especially the advanced countries, will make similar efforts in this regard.
（ほかの国、とくに先進国もこの点について同様の努力をすることを期待します）
And China has also made historic achievements in building the country into a moderately prosperous one in all respects.
（中国はまたあらゆる点で程よい繁栄状態に国を持っていくという歴史的成果も成し遂げました）
The Chinese people are wholly rallying around the Communist Party of China.
（中国人はみな中国共産党のもとに結集しています）
Our values are the same as the common values of humanity.
（われらの価値観は人類共通の価値観と同じです）
Those are: peace, development, fairness, justice, freedom and democracy.
（それは、平和、発展、公正、正義、自由と民主です）
What China and the international community follow or uphold is the United Nations-centered international system and the international order underpinned by international law, not what is advocated by a small number of countries of the so-called rules-based international order.
（中国と国際社会が従い支持しているのは、国連を中心とした国際システムと国際法に基づいた国際秩序であり、一部の国が提唱するいわゆる「ルールに基づく」国際秩序ではありません）
And the United States has its style — United States-style democracy — and China has the Chinese-style democracy.
（アメリカにはアメリカ式の民主主義があり、また、中国には中国式の民主主義がある）
It is not just up to the American people, but also the people of the world, to evaluate how the United States has done in advancing its own democracy.
（アメリカがどのように自身の民主主義を進めてきたかを評価するのは、アメリカ人によるものだけでなく、世界の人々も評価します）
In China’s case, after decades of reform and opening up, we have come a long way in various fields.
（中国の場合、何十年もの改革開放を経て、いろいろな方面で長い道のりでした）
In particular, we have engaged in tireless efforts to contribute to the peace and development of the world, and to upholding the purposes and principles of the U.N. Charter.
（特に、世界の平和と発展に貢献し、国連憲章を目的・原則を支持するための、たゆまぬ努力に従事してきました）
The wars in this world are launched by some other countries, which have resulted in massive casualties.
（世界では、戦争は一部の国によってはじめられ、それは多くの犠牲者をうんでいる）
But for China, what we have asked for, for other countries, is to follow a path of peaceful development, and this is the purpose of our foreign policy.
（しかし中国が他国に求めてきたのは、平和的な発展の道を進むことであり、これは我々の外交方針の目的です）
We do not believe in invading through the use of force, or to topple other regimes through various means, or to massacre the people of other countries, because all of those would only cause turmoil and instability in this world.
（武力を用いて侵略したり、様々な手段で他国の政権を倒したり、ほかの国の人を虐殺したりするのは信条としない。なぜならこれらはすべて、混乱と不安定の原因になるだけだから）
And at the end of the day, all of those would not serve the United States well.
（要するに、それらすべてはアメリカの為にもならないでしょう）
So we believe that it is important for the United States to change its own image and to stop advancing its own democracy in the rest of the world.
（だから、我々は、アメリカが自分自身のイメージを変え、世界に自国流の民主主義を押し付けるのをやめることが重要だと、信じています）
Many people within the United States actually have little confidence in the democracy of the United States, and they have various views regarding the government of the United States.
（事実、米国内の多くの人がアメリカの民主主義に少ししか自信がなく、アメリカ政府に対し様々な見方を持っています）
In China, according to opinion polls, the leaders of China have the wide support of the Chinese people.
（中国では世論調査によると中国の指導者は中国人民の幅広い支持をえています）
So no attempt to — the opinion polls conducted in the United States show that the leaders of China have the support of the Chinese people.
（アメリカで行われた世論調査で、中国の指導者は中国人民の支持を得ていることからも分かる通りー）
No attempt to smear China’s social system would get anywhere.
（中国の社会システムを中傷しようとしても無駄です）
Facts have shown that such practices would only lead the Chinese people to rally more closely around the Communist Party of China and work steadily towards the goals that we have set for ourselves.
（そのような行為は単に中国人民をより共産党に向かわせるだけで、我々が自ら設定した目的に着実に働くだけだと、事実が示しています）
In 1952, China adopted its first five-year development plan, and now we are into the first year of the 14th five-year development plan.
（1952年、中国は第1次5か年計画を採択し、そして今、第14次5か年計画の一年目に入りました）
We will continue along this path, step by step.

China’s development is not just about delivering benefits for the people of China, but also about contributing to the development of the world in the 21st century.

China and the United States are both major countries and both shoulder important responsibilities.
（中国とアメリカは、主要国であり、重大な責任を担っています）
We must both contribute to the peace, stability and development of the world in areas such as COVID-19, restoring economic activities in the world and responding to climate change.
（私たちはともに、平和や安定、コロナウィルスや世界経済活動の復旧、気候変動への対応という分野でも貢献しなければならない）
There are many things that we can do together and where our interests converge.
（私たちがともにできること、利害が収束するところはたくさんあります）
So what we need to do is to abandon the Cold War mentality and the zero-sum game approach.
（だから我々がするべきことは、冷戦時代の考え方やゼロサムゲーム的なアプローチを捨てることです）
We must change the way we think and make sure that in this century, the 21st century, countries big or small, particularly the big countries, should come united together to contribute to the future of humanity and build a community with a shared future for humankind.
（我々は考え方を変え、21世紀には大国も小国も、大国は特に、人類の未来に貢献するために協力し、人類共通の未来に大きな共同体をつくるべきだ）
It’s also important for all of us to come together to build a new type of international relations, ensuring fairness, justice and mutual respect.

And on some regional issues, I think the problem is that the United States has exercised long-arm jurisdiction and suppression and overstretched the national security through the use of force or financial hegemony, and this has created obstacles for normal trade activities, and the United States has also been persuading some countries to launch attacks on China.

And as for China, we believe and we have handled import- and export-related issues according to scientific and technological standards.

Secretary Blinken, you said you just came back from Japan and the ROK.
（ブリンケン国務長官、あなたは日本と韓国から帰ってきたばかりと言いました）
Those two countries are China’s second- and the third-largest trading partners.
（これら二つの国は、中国にとって第二・第三の貿易相手国です）
[The Association of Southeast Asian Nations] has now become China’s largest trading partner, overtaking the European Union and the United States.
（ASEANは、ヨーロッパ・アメリカを抜いて、現在中国の最大の貿易相手になっています）
So we do hope that the United States will develop sound relations with all countries in the Asia-Pacific.

We should have many mutual friends.

This is the right way forward in the 21st century.

On the eve of the Chinese Lunar New Year, President Xi Jinping and President Joe Biden had a phone conversation.
（春節の大晦日、習近平国家主席とジョー・バイデン大統領は電話会議をしました）
The two presidents agreed to step up communication, manage differences and expand cooperation between our two countries.
（両首脳はコミュニケーションを良くし、（考え方の）相違をなんとかして、二国間の協力関係を拡大することに同意しました）
We are having this dialogue today to follow up on the common understanding of the two presidents reached during their phone conversation.
（電話会議で両首脳が共通に理解したことを確かめるために、我々は本日ここに対談を行っている）
And having this dialogue is, in fact, a decision made by the two presidents.
（事実、この対話を持つことを決めたのは、両首脳だ）
So for the people of the two countries and the world, they’re hoping to see practical outcomes coming out of our dialogue.
（よって、米中・世界の人々が、われらの対話から具体的な結果が見えるのを期待しています）
And with Xinjiang, Tibet and Taiwan, they are an inalienable part of China’s territory.
（また、新疆、チベット、台湾は中国の不可侵の領土です）
China is firmly opposed to U.S. interference in China’s internal affairs.
（中国は中国国内の事にアメリカが干渉するのに断固反対します）
We have expressed our staunch opposition to such interference, and we will take firm actions in response.
（我々はそのような干渉に対して断固反対を示すとともに、毅然とした対応をするでしょう）
On human rights, we hope that the United States will do better on human rights.
（人権問題については、アメリカがよりうまい対応をしてくれるのを望みます）
China has made steady progress in human rights, and the fact is that there are many problems within the United States regarding human rights, which is admitted by the U.S. itself as well.
（中国は人権に関して確実に前進しているし、アメリカも人権については多くの問題を抱えているのは事実であり、それはアメリカ自身も認めていることです）
The United States has also said that countries can’t rely on force in today’s world to resolve the challenges we face.
（アメリカはまた各国が直面している問題を解決するのに、今日の世界では、武力に頼ることはできないとも言っています）
And it is a failure to use various means to topple the so-called authoritarian states.
（様々な手段を用いて、いわゆる権威主義国家を倒すことはできない）
And the challenges facing the United States in human rights are deep-seated.
（そしてアメリカが直面する人権問題は根深い）
They did not just emerge over the past four years, such as Black Lives Matter.
（それは「ブラック・ライブズ・マター」のように、ここ4年間のうちに出現したのではない）
It did not come up only recently.
（最近になって出てきただけではありません）
So we do hope that for our two countries, it’s important that we manage our respective affairs well instead of deflecting the blame on somebody else in this world.
